Tender description

THIS IS NOT A CALL FOR COMPETITION The London Borough of Croydon is seeking a Service Provider to deliver Advocacy Services for people living in the London Borough of Croydon. The service will provide statutory and non-statutory Advocacy elements under one tender with two Lots. Lot one will consist of mental Health statutory elements, including IMHA, Mental Health Advocacy. Lot two will cover Care Act, IMCA, DoL's, and NHS Complaints. The contract will commence on 1st October 2024 and will be for a period of 7 years in total. The Council intends to commission a single organisation or consortium to deliver services; the service will need to respond innovatively and creatively by working in partnership with service users, family/carers & other providers and to develop pathways with existing community services for example, GPs and community health services. The specification will require potential providers to be familiar with the principal legislation and statutory requirements relating to the provision of Advocacy Services. We encourage the providers to embed co-production into their delivery of services so that users of services are integral to the continued shaping of local services. Suppliers who are interested in this opportunity must be aware that TUPE may apply. About the buyer

London Borough of Croydon is a local authority procuring for the borough. Suppliers register on the council's e-procurement portal, In-Tend, to view current, forthcoming and awarded tenders. Every procurement follows the council's Tenders and Contract Regulations 2024, its internal rulebook for value-for-money contracts. Contracts above a set value threshold require suppliers to register on the government's Central Digital Platform with a verified identifier. A No PO No Pay policy requires a purchase order before any supplier begins work. Since July 2023 a statutory Improvement and Assurance Panel has held powers to direct council decisions where value for money falls short.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of London Borough of Croydon's contract awards have been in business services, IT services and health and social work.
