Tender description
RE-OPENING FRAMEWORK FOR 2025. EXISTING PROVIDERS DO NOT NEED TO APPLY. North Somerset Council is seeking applications for a Flexible Framework for the Provision of Healthy Activities and Food (HAF) Programme for 2024 onwards. North Somerset Council has been successful in obtaining grant funding from the Department for Education (DfE) to roll out a Healthy Activities and Food Programme for 2025/26. The purpose of the funding is to ensure that children and young people who are eligible to receive benefit-related Free School Meals have access to food and activities over the school holidays. Providers will be awarded a place on a four-year Flexible Framework under the light touch regime. This framework will be reopened once a year (if required). Call-Off contracts will be advertised to providers on the framework, this is dependent on receiving DfE funding for each year. The Holiday Activities and Food Programme for North Somerset must be delivered within the North Somerset local authority area boundaries. Please refer to the Specification and other tender documents for full details. Keywords: Food, Activities, Holiday

About the buyer
North Somerset Council buys as a local authority serving Weston-super-Mare and the surrounding district, with its own tenders and procurement service. Higher-value opportunities are advertised on the regional Supplying the South West portal. Contracts meeting government thresholds also appear on the GOV.UK Find a Tender service. Service areas handle smaller opportunities directly and invite at least three organisations to quote. From April 2026, suppliers must register on the government's Central Digital Platform to bid under the Procurement Act 2023. The council's procurement strategy, covering 2026 to 2030, sets out its approach to social value and the local economy.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of North Somerset Council's contract awards have been in construction work, business services and architectural and engineering services.
