Tender description
The Combined Authority is seeking to contract with up to 6 providers to deliver Skills Connect courses to upskill individuals. The aim of Skills Connect is to support individuals into new roles or take on additional responsibilities and providers will be paid based on start, completion and progression of participants. The provider will need to evidence the rationale of content and length based on expected progression. Lot 1: Lot 1 - Essential Digital Skills The number of people in digital roles is growing and the evidence shows that employers often cannot hire employees with the required skillset. Microsoft Office and Microsoft Excel are seen as some of the most in-demand skills at the present time for employers. Lot 2: Lot 2 - Digital: Creative Technologies Businesses and individuals across West Yorkshire are exploring new skills needs within the region. Digital Marketing, User Experience, social media for Businesses and Content Creation are skills that are integral to development and growth of businesses in the region. This suite of courses will support individuals into new roles and progressions in West Yorkshire. In turn, this will ensure economic growth from sole-traders, SME’s and large organisations in the region. Lot 3: Lot 3 – Digital: IT Roles This suite of courses is designed to mitigate skills gaps in mid-high-level roles. There is a clear line of sight to apprenticeships in IT Support, Cloud Computing and Cyber Security roles all of which West Yorkshire businesses need. Lot 4: Lot 4 – Digital: Technical Skills This suite of courses will be designed as an introduction to Data Analytics and Web Design & Web Development. Lot 5: Lot 5 – Digital: Management Roles Management courses in the Digital offer will be designed to introduce individuals to leadership in the digital sector. About the buyer
The West Yorkshire Combined Authority buys as a local government organisation, with its own Commercial and Procurement team supporting colleagues across the authority. Tenders are published through YORtender, the authority's e-procurement system. Some opportunities also appear on Contracts Finder and the Find a Tender Service. Smaller contracts go out as Requests to Quote, with Invitations to Tender used for larger opportunities. External frameworks including the Crown Commercial Service, YPO and NEPO let the authority procure goods, works and services without running a full tender. The team also builds social value into its procurement processes.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of the West Yorkshire Combined Authority's contract awards have been in business services, software and information systems and architectural and engineering services.
