Tender description
In 2018, the Department for Education (DfE) awarded West Midlands Combined Authority £5m as part of its Skills Deal to develop and test Digital Skills bootcamps. These bootcamps were designed to help unemployed, economically inactive and career changers in the WMCA administrative area to enter digital roles beyond entry-level. Bootcamps were also used to support employed residents to gain the skills required to secure more digital responsibility or promotion within their existing employment. Following the success of the initial programme, a further £3.1m was then awarded to WMCA and delivery has also been continued via the Adult Education Budget. In 2022 WMCA were awarded a further £11.25m to develop 'bootcamp' provision and a further £15.15m in 2023. Based on the successful allocation of these funds, WMCA is now looking for programmes to fund under WAVE 4 of the Skills Bootcamp funding specifically for Retrofit, Logistics and Advanced Manufacturing and Engineering. WMCA is seeking providers to deliver bootcamps at levels 3-5 within the areas outlined above. Contract duration is 17th July 2023 to 31st March 2024 with 2 x 12-month options to extend to a final end date of 31st March 2026.

About the buyer
West Midlands Combined Authority runs regional transport, growth and skills programmes for seven West Midlands councils, and buys as a local authority with its own procurement team. Suppliers register free on the Bravo Solution portal, where tender opportunities are advertised. A rolling pipeline lists larger opportunities expected over the next eighteen months. Transport for West Midlands, the authority's transport arm, procures local transport policy and delivery on its behalf. The Mayor and the leaders of the seven constituent councils sign off major contracts through the authority's board. A standard pre-qualification questionnaire assesses new suppliers before award.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of the West Midlands Combined Authority's contract awards have been in architectural and engineering services, business services and IT services.
