Tender description

Somerset Council (SC) operates three (3) Shared Houses to provide bed-sit type accommodation for young people generally aged between seventeen (17) and twenty one (21) years old. SC is looking to appoint a Service Provider to deliver a night support/security/concierge service that will include, but not be limited to, twice nightly checks to each property plus call-outs when alarms are activated. Times of visits must vary to ensure the residents do not become accustomed to the same pattern. Based on current activity, the regular visits should take no longer than five (5) hours in total per night however extra visits may be required depending on the individual circumstances in each of the properties. Within the current service there has been an average of ten (10) call-outs per year, lasting for an average of one (1) hour each. There will be on average, seven (7) young people in one (1) house, two (2) young people in the second house and five (5) young people in the third house. SC has its own roaming support staff during the day and some evenings to assist the young people in any day to day problems and ensure reasonable house-keeping. However, it is the Authority’s aspiration for young people to learn to live independently without needing additional support. Within one of the homes mentioned above, there is an office area intruder alarm system and also a fire alarm system, the second home has a fire alarm system and the third home simply has hard wired detectors.

About the buyer

Somerset Council is a unitary local authority that buys through its own central procurement team. Suppliers register free on the Proactis Supplier Network, a shared e-procurement portal used across the South West. Above certain value thresholds set by the Procurement Act 2023, tenders also appear on Contracts Finder and Find a Tender. Larger contracts go to formal tender through the council's e-tendering system. Quotes are invited from multiple suppliers for lower-value goods, works and services. Commissioning favours suppliers who can show social value, environmental impact and local supply chain benefits.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Somerset Council's contract awards have been in construction work, education and training and health and social work.
