Tender description
Meopham Windmill is a Grade II listed building located in a Conservation Area. The mill is owned by Kent County Council and is leased to the Meopham Windmill Trust which also owns the grassed area in front of the mill. The cap roof and sweeps of the windmill have been removed and replaced by a temporary flat roof while repair works are in progress. The supplier will be required to carry out essential conservation works to the timber-framed cap roof of the windmill, now at ground level. The cap must be removed to the suppliers specialist workshop in order to undertake repairs. The supplier will be required to undertake structural improvements to the cap frame and replicate the fan stage at the rear of the cap. They will also be required to carry out mechanical repairs to the automatic winding gear. The supplier will arrange transport of the cap to their specialist workshop at the beginning of the contract and transport of the repaired cap back to site on completion. A schedule of repair and indicative drawings accompany this invitation to tender.

About the buyer
Kent County Council is the local authority for Kent, and advertises its tenders through the Kent Business Portal. Opportunities above a set value threshold appear there, and each listing carries a summary, key dates and the contract period. Suppliers register on the portal before expressing interest in an opportunity. The council follows a fully auditable process that complies with public procurement legislation. Unsuccessful bidders can request feedback on their submission once a decision is made. The Commercial Strategy for 2026 to 2028 aims to simplify procurement processes and engage Kent-based businesses, SMEs and VCSEs early.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Kent County Council's contract awards have been in construction work, health and social work and business services.
