The Foreign, Commonwealth and Development Office (FCDO) have awarded a Contract to Mines Advisory Group (MAG) for supply of services to deliver the Global Mine Action Programme 3 (GMAP 3) in multiple countries . The contract value is up to £16,975,000. The contract runs from 21/11/2023 to 31/03/2025 with a possible extension(s) of up to 24 months in total and potential additional value of up to £25,250,000 (the total value up to £42,225,000). GMAP3 multi-country will contribute to the overall GMAP3 programme. The Global Mine Action Programme 3 (GMAP3) is building on the success of its predecessor (the Global Mine Action Programme 2) in tackling the threat of landmines and other explosive remnants of war. The GMAP3 contract in multiple countries will be designed and implemented to achieve all five outcomes of the GMAP3 Theory of Change (ToC): • Outcome 1: Measurable progress towards Anti-Personnel Mine Ban Convention (APMBC), Convention on Cluster Munitions (CCM) and Convention on Certain Conventional Weapons (CCW) treaty compliance and universalisation. • Outcome 2: Responsive and equitable nationally owned mine action through improved governance and with increased local implementation. • Outcome 3: Mine action integrated or sequenced with humanitarian / development / peacebuilding or stabilisation initiatives. • Outcome 4: Safe and productive land use improves livelihoods and basic services, improving the quality of life and the environment. • Outcome 5: Risk of harm reduced which increases returns and the freedom of movement. The GMAP3 contract in multiple countries will be designed and implemented to achieve the following five outputs of the GMAP3 Theory of Change (ToC): • Output 1: Land has been released for safe and productive use. • Output 2: Increased awareness of the risk of harm from explosive ordnance. • Output 3: Increased collaboration with humanitarian, peace, stabilisation, development and environmental actors. • Output 4: Enhanced capacity of national authorities. • Output 5: Enhanced capacity of local implementers, i.e. enhanced operational and management procedures, skills and systems of local IPs, leading to increased local implementation. The services under the Global Mine Action Programme 3 (GMAP3) will be delivered in the following countries: Angola, Cambodia, Ethiopia (border with Somalia only), Laos, Myanmar, Somalia, South Sudan, and Zimbabwe.

About the buyer
The Foreign, Commonwealth and Development Office is a ministerial department that buys through its own Commercial Directorate. Every procurement runs on Jaggaer, the department's eSourcing portal, where suppliers register to bid. Opportunities and awards are published on Contracts Finder, and bids above threshold need Central Digital Platform registration. A commercial pipeline is updated every quarter. Four category teams cover programme delivery, estates and security, digital and technology, and corporate services. The department runs its own frameworks, such as the Global Development Delivery Framework, and dynamic purchasing systems for construction and global facilities management.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of the Foreign, Commonwealth and Development Office's contract awards have been in business services, transport equipment and construction work.
