Tender description
The Warden Call and Door Entry systems exist to support vulnerable people to live independently within Sheltered Housing Schemes. The residents within the schemes have pull cord systems within their properties which they can pull to be connected to the 24/7 call monitoring service, as well as individual pendants that they can wear. The door entry systems, give access to the sites for anyone visiting the scheme from carers, families, friends, delivery companies, emergency services, etc. to name a few. It is essential that these systems are functioning at all times and when any faults or issues occur that these are rectified immediately. Based on the call outs over the last 12 months we anticipate the call numbers to be around 15 – 20 at evening/weekends. This figure however is approximate and may increase as well as decrease over the next 12 months of the contract term. Daytime calls will need to cover holidays, sickness and sometimes assistance with complex jobs.

About the buyer
Luton Council is a local authority, and a dedicated procurement team supports departments across the council to buy goods, services and works. All tenders are advertised and run through Procontract, the council's e-tendering portal. Suppliers register on Procontract and are automatically invited to tender for the council's contracting opportunities. Registration details must match Companies House records and describe services on offer. The council focuses on local supply chains and jobs and skills markets within its contracts, encouraging local sub-contractors, local recruitment and apprenticeships. Purchasing follows the council's standing orders and the Public Contract Regulations 2015.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Luton Council's contract awards have been in software and information systems, construction work and IT services.
