Tender description

In Oxfordshire there are over 2,500 individuals who receive support and/or treatment for illicit drugs and/or alcohol misuse over the course of a year. Data relating to each of these individuals, which complies with the national core data set, must be entered into a system by Authorised Users. This data is currently entered onto centralised web-based system, locally entitled Oxfordshire Treatment Information System (OTIS). The contract provides the Council with a fully relational business specific management information system capable of delivering a single system solution for most aspects of service delivery of drug and alcohol related services. The system is capable of interacting with relevant existing Council systems and Council commissioned service systems, and with relevant National Drug Treatment Monitoring System (NDTMS) technology. The contract period begins on 1 August 2023 for a period of 20 months (until 31 March 2025) with an option for the Council to extend for a further 12 months (31 March 2026).

About the buyer

Oxfordshire County Council governs the county of Oxfordshire, and buys as a local authority under its own contract procedure rules. Opportunities are advertised on the South East Business Portal, and larger contracts move to the Find a Tender Service. Hampshire County Council processes supplier registration and invoicing through a shared online self-service system. Suppliers use that system to upload invoices, receive purchase orders and track payment status. The Procurement Act 2023 introduced a more flexible competitive procedure for contracts advertised since February 2025. Ethical and social value standards apply throughout tender evaluation for the council's larger contracts.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Oxfordshire County Council's contract awards have been in construction work, architectural and engineering services and business services.
