Tender description

Introduction This RFI is not a bidding opportunity but a means by which industry can provide information. Any resulting procurement activity will be conducted competitively. Any time frames, duration's and quantities are illustrative and may be subject to change. Please note: This RFI is an information gathering exercise, no further discussions with industry are planned at this stage however any future procurement activity will be advertised in line with public procurement regulations on the Defence Sourcing Portal and Contracts Finder. Background Moving to a modern and innovative GPS tracking capability that informs Exercise Control (ExCon), compatible with monitors for early detection and prevention of heat injury, will allow Royal Navy and Royal Marine instructors to deploy trainees onto multi-terrain exercise areas with the minimum of supervision, and increased confidence in their ability to track and recover trainees as required. The system should be capable of displaying individuals’ positions on digital mapping (OS or foreign equivalent) and provide an 8- figure grid reference of their location. It must be simple to operate by the military user and require minimal training. To maximize efficiency the system and its proposed connectivity must be compatible with current devices used. The concept should have the ability to bolt on options, such as airtime, licenses, and stagger delivery dates, in order to consolidate various contracts. An assisted system with third-party management is not acceptable. Please find more details within the 'RFI Invitation' and 'Statement of Requirement' documents.

About the buyer

The Ministry of Defence is a ministerial department that runs its acquisition and procurement activity through a dedicated commercial function, led by the Director Commercial. Defence Equipment & Support buys, supports and supplies equipment such as jets, warships and armoured vehicles for the armed forces. The Defence Infrastructure Organisation plans, builds and maintains the defence estate separately from equipment procurement. Suppliers can register on the Defence Sourcing Portal, the department's end-to-end eProcurement system for contract opportunities. Many purchasing agreements sit on the MOD Framework Library, its central list of framework routes to market.

Procurement spend from central entities makes up 66% of overall UK public spend.

Over the past 5 years, most of the Ministry of Defence's contract awards have been in IT services, architectural and engineering services and repair and maintenance.
