Tender description

Staffordshire County Council requires a configurable, scalable case management system for centralised and standardised handling of cases within Legal Services. The system needs to be hosted. It also needs to be accessible to officers when they are working out of the office without logistical problems. It will work for and with staff and to assist them in the completion of their work rather than being perceived as a system that has to be worked with alongside the completion of case work. Future proofing, automated functions and Artificial Intelligence are of particular interest as such functions, if aligned to the key needs set out within the specification, will improve the user experience and help to drive efficiencies within the system. About the buyer

Staffordshire County Council buys as a local authority, with a Commercial Team managing procurement on its behalf. Suppliers register on Proactis, the council's electronic tendering system, to view opportunities and submit bids. Larger opportunities are also advertised on Find a Tender, the government's procurement portal. Contracts below the advertised threshold are handled directly by individual council directorates rather than the Commercial Team. Existing framework agreements, dynamic purchasing systems and collaborative partner arrangements are used ahead of new competitions where possible. Contract award notices and procurement reports are published for transparency.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Staffordshire County Council's contract awards have been in business services, waste, cleaning and environmental services and construction work.
