Tender description

Devon County Council, under the national standard for cycle training and the bikeability standard, is appointing a suitably qualified, experienced, registered bikeability provider who can offer best value and performance to the Council and to the people of Devon. The Procurement is being run under Part 2, Chapter 3, Section 7 of the Public Contracts Regulations 2015 (PCR 2015) – social and other specific services (also known as “the light touch regime”) and this procurement does not follow, in particular, any of the defined procedures of the PCR 2015 (even if there are similarities) but does seek to adhere to the best practice procurement principles of openness, transparency, fairness and equity. There was a formal bidding single stage procedure, under which the opportunity was advertised and all interested organisations/consortium were able to bid. The ITT provided further details of the proposal and process for submitting bids. The contractor shall be required, in the 2019/20 financial year, to deliver training to the new and current national standard for cycle training to 8 839 children and 250 adults who live or study in Devon (excluding those children residing and attending school in the administration boundaries of Plymouth City Council and Torbay Council). Subject to commitment of the department for transport to commit to bikeability post 31.3.2020 (and further successful funding applications from the Council to the department for transport) the Council will have the option to extend the contract for further periods totalling 36 months.

About the buyer

Devon County Council runs local government services across Devon, and buys as a local authority through procurement specialists based across its eight directorates. The council is also a member of the Devon and Cornwall Procurement Partnership, alongside district councils, colleges and NHS services in the region. Social care and health providers work with a separate Provider Engagement Network and Market Management Team. Prospective providers meet that team to discuss proposals before any contract is issued.

Over the past 5 years, most of Devon County Council's contract awards have been in construction work, transport services and health and social work.
