Tender description
Tenders are invited from suitably qualified companies to provide stevedore and rope handling services to Liverpool City Council’s Cruise Terminal (LCT) to support terminal operations immediately before, during and immediately after the visit of a range of vessels including, but not limited to cruise ships, navy ships, working vessels and off-shore wind farm vessels. The contract will be for 3 years with 2 options to extend by 1 year. Contract value is expected to be 230 000 GBP per annum, 1 150 000 GBP in total, but this is dependent on the number of vessels visiting Liverpool Cruise Terminal and not a guarantee of contract value. About the buyer
Liverpool City Council procures as a local authority for the city of Liverpool, with its approach set out in a published Sustainable Procurement Strategy. Most tender opportunities are advertised on the Proactis ProContract portal, where suppliers register to bid. Higher-value contracts also appear on the Central Digital Platform's Find a Tender service under the Procurement Act 2023. Frameworks and approved procurement routes run through separate platforms alongside the main portal. Lower-value purchases are usually handled through a direct quotation rather than a full tender. Some health and social care commissioning instead follows the Provider Selection Regime.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Liverpool City Council's contract awards have been in construction work, architectural and engineering services and software and information systems.
