Tender description

The SPS has issued this Preliminary Market Consultation (PMC) notice to gain an understanding of current market capability, emerging technologies and innovative approaches relating to the provision of a prisoner property management solution for HMP Glasgow. The PMC will allow SPS to assess available solutions, understand technical architectures and delivery models, explore opportunities for innovation, and identify implementation, interoperability, security, operational and compliance considerations relevant to any future procurement exercise. The proposed solution would support the recording, tracking and management of prisoner personal property from admission into custody through to transfer, release, disposal or other authorised transactions. The system is intended to provide a comprehensive, secure and auditable record of property movements and transactions, ensuring visibility, accountability and assurance throughout the prisoner property lifecycle. The SPS welcomes responses from suppliers capable of delivering solutions which may include, but are not limited to: Property tracking and chain of custody management. Identification and tracking technologies, including barcode, QR code or alternative solutions. Digital property records incorporating photographic and descriptive information. Electronic acknowledgement and signature functionality. Workflow management and process automation. Reporting, auditing and management information capabilities. Integration with existing SPS systems and future digital services. Prisoner self-service functionality, including potential integration with in-cell technology. Accessibility and inclusive design features. Associated hardware, devices, scanners, printers and imaging solutions. User training, implementation support and ongoing service provision. This PMC is not a regulated procurement exercise and does not constitute an intention to award a contract. It is an information-gathering and market-engagement activity intended to inform SPS's understanding of the market and support the development of potential future requirements and procurement strategy. Suppliers are invited to provide information on existing products, proposed solutions, technical capabilities, implementation approaches and relevant experience via the following SPS email address GlasgowProcurement@prisons.gov.scot. SPS is particularly interested in understanding how solutions can: Improve assurance, accountability and visibility of prisoner property transactions. Provide an auditable chain of custody throughout the property lifecycle. Reduce property losses and associated Loss or Damage to Prisoner Personal Property (LODPP) claims. Improve operational efficiency and reduce administrative burden on staff. Support digital transformation objectives and reduce reliance on paper-based processes. Deliver robust reporting, monitoring and management information. Meet accessibility requirements for a diverse prison population. Integrate with existing and future SPS digital systems and technologies. Support future scalability and wider operational use cases. Suppliers may also be invited to participate in follow-up discussions, workshops or demonstrations to provide further information on their proposed solutions and market capabilities. Information obtained through this PMC will be used solely to inform SPS's understanding of available market solutions and the potential development of a future specification and procurement strategy for the Property Management System.
