Tender description

The Gambling Commission is seeking to appoint one or two suppliers to conduct two separate evaluation scoping studies under two separate lots. Both studies will contribute to the Commission's aims of increasing our capacity to evaluate new requirements and policies, using data and analytics to make gambling regulation more effective and demonstrate how our understanding of our outcomes and our approach to evaluation has improved. The recommendations and outputs from both studies will inform the Commission's future evaluation approaches and contribute to wider policy considerations. Lot 1 is focused on the identification of optimum approaches for evaluating the complex topic of harm reduction approaches, including customer interaction. Lot 2 is focused on exploring how collaborative approaches and co-production can be applied to evaluation in the gambling sector. The opportunity is hosted via the Government Commercial Agency's e-Sourcing Portal, Jaggaer, and is being sourced through the Research and Insights Dynamic Purchasing System (RM6126). Suppliers registered on this DPS can access the opportunity. For further details regarding the Research and Insights DPS, please visit https://www.gca.gov.uk/agreements/RM6126. About the buyer

Gambling Commission is a central government body regulating gambling in Great Britain, and its budget holders manage procurement across the organisation. Much of its buying runs through pre-agreed framework agreements, including those from the Crown Commercial Service. Smaller purchases go through a competitive process requiring at least three quotes before any public advert is needed. Every contract runs on standard government terms and conditions.

Over the past 5 years, most of the Gambling Commission's contract awards have been in business services, repair and maintenance and research and development.
