Tender description

Brighton & Hove City Council is planning a procurement exercise for a single-provider contract for the maintenance, operation and renewal of its street lighting and other powered highway assets. The Contractor will provide all resources necessary to deliver the services. This includes routine and reactive maintenance, emergency response, inspections, testing, repairs, replacements, minor improvements and support for new infrastructure. The Contractor will also maintain accurate asset records. The proposed contract will be an NEC4 Term Service Contract and will have an initial term of four years, with options to extend for four years and two years (4+4+2). Extensions will be subject to performance, value for money and the Council’s continuing requirements. Work will principally be instructed using agreed prices and Task Orders. The key aims of the planned procurement are: to maintain a safe, reliable and resilient street lighting service; improve service levels and asset information; secure value for money and effective cost control; support innovation and continuous improvement; improve environmental performance and reduce carbon emissions; deliver measurable social value; establish effective collaboration between the Council, the Contractor and other highways suppliers. The Council’s future vision is for a high performing, data led service that delivers year on year improvements and considers whole life cost, carbon and asset performance when planning and delivering work. The Contractor’s performance will be monitored through service levels, key performance indicators, audits and regular contract management arrangements. Contract Dates (estimated): Tender Launch: February 2027 Tender Return: March 2027 Contract Award: June 2027 Service Commencement: November 2027

About the buyer

Brighton and Hove City Council buys as a local authority, with procurement staff spread across its many service departments rather than one central team. A quick quotes tool on South East Shared Services handles competitive bidding for smaller contracts. Smaller purchases go through competitive written quotes, while larger contracts move to open tendering.

Construction contractors are drawn from the ConstructionLine database, and the council keeps separate approved lists for adult social care and children's services.

Over the past 5 years, most of Brighton and Hove City Council's contract awards have been in education and training, construction work and health and social work.
