Tender description
Merseyside Recycling and Waste Authority is the public facing name of Merseyside Waste Disposal Authority (MWDA). MWDA manages the disposal of household waste for six Local Authority areas in the Liverpool City Region (referred to as the “Districts”), these being Halton Borough Council, Knowsley Metropolitan Borough Council, Liverpool City Council, St Helens Metropolitan Borough Council, Sefton Metropolitan Borough Council and Wirral Metropolitan Borough Council. All the districts are designated Waste Collection Authorities except Halton, who, as a Unitary Authority, is designated a WCA and WDA. Halton has an arrangement for MWDA to dispose of their household waste, under the Liverpool City Region (LCR) Waste and Resources Partnership. This waste composition study will support LCR strategic direction of reducing waste and carbon emissions, as set out in the LCR and MRWA Zero Waste Strategies approved in 2025. Study findings will inform the MWDA Future Waste Services programme which will deliver improved waste management services and infrastructure from 2029. It will also assist in both assessing and monitoring our ETS liability. Findings will also be of interest to individual LCR Districts and support improvement of local waste collection services.

About the buyer
Merseyside Recycling & Waste Authority manages waste and recycling for Merseyside and Halton. Contract Procedural Rules set out how the Authority buys goods, services and works. The lowest value band needs at least one formal written quote. Mid-value purchases need at least three written quotations or tenders. The Chief Executive, with the Treasurer, sets staff instructions for the letting of contracts. The Waste Management and Recycling Contract ends in 2029, and four new contracts will replace it.
Over the past 5 years, most of the Merseyside Recycling & Waste Authority's contract awards have been in business services, architectural and engineering services and education and training.
