Tender description
Derby City Council (the Council) is undertaking this procurement to establish a contract for a Life Skills Development and Transitions Supported Living Development. The Council is seeking to meet its strategic objective in mitigating a sufficiency gap in local specialist provision for those preparing for adulthood aged 18-25 years with eligible care needs and living with Learning Disabilities, Neurodiversity and/ or Autism (LDNA). A site has been identified that was previously used as a Children’s home, containing three buildings, garages and some outdoor space, which is a Council-owned asset located in Sinfin, to the south of Derby City. The focus of this provision will be to improve outcomes, develop skills, and maximise individual’s potential prior to proactive and incremental stepping-down of support towards greater independent living. The intended occupancy is for around 13 people who would over an 18-month period access and move through relevant Scheme, although as the pace of progression through each stage will vary according to the Service User’s individual needs; the Scheme is time-restricted but not time-limited. The initial contract period is 5 years; the contract is estimated to commence 03/04/2028 and expire 02/04/2033. There will be an option to extend the contract for 5 years in annual increments, subject to satisfactory performance and business needs. Maximum contract period, therefore, is 10 years to 02/04/2038. Derby City Council reserves the right to extent the contract terms and up to an additional 50% of the budget stated in the Budget section of this document. Permitted Modifications for example are: • Should there be further development to the designated site then the contract may be modified to encompass the delivery of requirements at any additional provision. • Options to modify the building operator / manager and contracting parties should there be a change of name. • Material changes in service requirements, Service User demand, operational arrangements, accommodation provision, occupancy levels, technology requirements or regulatory obligations that could not reasonably have been fully defined at the point of Contract; and residual or low-probability risks over the contract term. • Other modifications as listed in the procurement documents. This Procurement is being conducted in accordance with the Procurement Act 2023 and the Procurement Regulations 2024 (together referred to as the “Act”) but with the added flexibility offered by Light Touch Regime (Section 9 and Schedule 1 of the Procurement Regulations 2024). We will be using the Light Touch Competitive Flexible Procedure in a three stage process (Stage 1 - Conditions of Participation, Stage 2 - Design and Development, Stage 3 - Submission of Final Tenders).
