Tender description

Westminster City Council is exploring the appointment of an organisation, partnership or operator to occupy and manage the ground-floor commercial space at 300 Harrow Road. The aim is to create an affordable, welcoming and commercially sustainable place that supports small businesses, start-ups, local employment, skills and community activity. The Council is deliberately keeping the potential use of the overall space flexible. The premises benefit from an E Class designation, and the Council wants to hear practical and creative ideas for how the space could be used, managed and activated while meeting the affordable workspace obligations. • A flexible enterprise or affordable workspace offer for small and growing businesses. • A community-facing element, which could include food and drink, events, meetings, training or other compatible activity. • Business support, networking, mentoring, employment and skills opportunities. • A space that works with residents, local organisations. • A financially realistic operating model that can support the space over the proposed term. This EOI is intended to test market interest and gather feedback before the Council finalises the tender requirements. Responding will not commit you to bid, and it will not give any advantage in the later tender. Interested parties are requested to complete and submit the attached Expression of Interest (EOI) form as part of their application. To assist prospective applicants in understanding the opportunity and site requirements, a PowerPoint presentation has also been provided, containing additional background information and details about the site. Both documents can be found in the attachments section of this opportunity. Please complete the EOI Word document in full and upload the completed form within the Technical Envelope by the stated deadline. Submissions that do not include a completed EOI form may not be considered for further evaluation.

About the buyer

Westminster City Council is a London local authority that centralised procurement into a dedicated department in 2020. Larger contracts run through open procedures, restricted tendering, or frameworks and dynamic markets. The council commissions adults' and children's services with the Royal Borough of Kensington and Chelsea under a bi-borough arrangement. A Contract Management Framework, refreshed in November 2023, governs awarded contracts.

Over the past 5 years, most of Westminster City Council's contract awards have been in health and social work, architectural and engineering services and business services.
