Tender description
This contract was awarded back in February 2026 and is being published for transparency purposes. The Industrial Strategy Advisory Council Secretariat (ISAC) needs to build a more robust understanding of the employer-skills investment landscape, specifically on the determinants of it, and how these may vary across the Industrial Strategy 8 sectors (IS-8). Understanding the current baseline/state of play is a critical step needed to provide recommendations and ideas for targeted interventions that will improve the UK’ skills system. The work is predominantly analysis and producing findings. ## Contract award

About the buyer
The Department for Business and Trade (DBT) is a ministerial department that buys as a central government organisation. DBT buys through Government Commercial Agency agreements, formerly Crown Commercial Service. Businesses can join those agreements to supply goods or services. DBT follows each agreement's contractual terms.
A commercial pipeline gives a forward look at expected outsourcing over the next 18 months.
Over the past 5 years, most of DBT's contract awards have been in business services, research and development and IT services.
