Community Harm Reduction and Recovery Initiation Services – Core Locality Hub Services

Tender description

The Edinburgh Health and Social Care Partnership (EH&SCP), through the City of Edinburgh Council (the Council), wish to tender for the provision of a city-wide Community Harm Reduction and Recovery Initiation Service, delivered via local hubs throughout the City. The Service supports people over the age of 18 who encounter problems as a result of substance use or who are in recovery from substance use. The Service facilitates initiation of recovery and provides help to manage community harm related to the use of drugs and alcohol across the city. Please see the attached document 'CT1428 Specification' for further details relating to the requirement. Lot 1: The Council is seeking to appoint a single Provider (or a consortium of Providers with an established Lead Organisation) to deliver the specified service. An open procurement process will be followed where by the Single Procurement Document (SPD) will be utilised to identify suitable Tenderers in terms of compliance with the Public Contracts (Scotland) Regulations 2015 and/or the Procurement (Scotland) Regulations 2016/PR(S)A14 and the minimum standards and any other requirements set out in the Tender documents & Contract Notice. Thereafter an Award Criteria and Capacity evaluation will be undertaken to select the tender which represent the best overall value for money. Additional information: The potential contract duration is up to 7 years, broken down as follows: Core Contract Period: four years Optional Extension(1): three years Extension options will be undertaken at the sole discretion of the Council/EH&SCP. The contract value referred to in this notice is for the full contract period including optional extensions.
