Provision of General Medical Services at Tollgate Practice

Tender description

This procurement is intended to secure the long-term provision of stable, resilient and high-quality primary medical services at Tollgate Practice following a period of caretaker arrangements that were introduced to maintain service continuity while the practice addressed historical quality and regulatory concerns. The successful provider will be responsible for delivering services to a registered patient population of approximately 10,206 patients from the existing practice premises. The provider will be expected to maintain safe and effective services, demonstrate robust clinical, safeguarding and information governance arrangements, provide strong clinical and operational leadership, and support workforce resilience. The Authority expects the successful provider to work collaboratively with the local Primary Care Network, neighbourhood teams and wider health and care system to support integrated care, improve health outcomes and help reduce health inequalities. Providers are required to satisfy proportionate selection criteria relating to legal and regulatory compliance, economic and financial standing, technical and professional capability, workforce capacity and mobilisation readiness. The Authority wishes to highlight that delivery of the Service is intrinsically linked to a fixed practice location, an established patient population and the need to maintain uninterrupted primary medical services from the first day of contract commencement. Bidders should carefully consider their ability to mobilise and sustain an onsite workforce, provide consistent leadership, operate safely within existing pathways and establish effective working relationships with local partners. Bidders are expected to demonstrate a realistic and deliverable mobilisation approach that reflects these requirements.
