Tender description
NOTE: this opportunity is only open to suppliers listed under the Framework Title: Lived Experience Framework, Framework Reference Number: AG23606/LEF and who are able to deliver under all required Lots, (Lots 1, 3, 4, 5 and 6) to support the commissioning and development of services in the East of England. Only suppliers currently listed under those Framework Lots will be invited to tender for the opportunity. NHS England has a statutory requirement to hear the views of patients and consider them in the development and commissioning of services. Commissioners are required to engage with patients to understand the quality of services being provided, prior to services changes and to inform procurement activities (13Q). During 2025/26 there will be a number of procurements for a range of health and justice services in the East of England. It is expected that the new providers for the services being tendered will be in place by 1st April 2026. The upcoming procurements offer a unique opportunity to ensure the patient voice and lived experience are at the heart of service procurement, by engaging a lived experience organisation to be involved at each stage of the processes. Additionally, it will provide people with lived experience of the criminal justice system a valuable opportunity to gain skills and prepare for future employment.

About the buyer
NHS England runs the NHS in England, and buys as a central healthcare organisation with its own team of procurement professionals. Every tender is advertised on Atamis, the NHS's single eCommercial system, and larger contracts appear on Find a Tender. Much of this procurement flows through framework agreements and the Crown Commercial Service. Clinical services are commissioned directly or through the Provider Selection Regime. Seven regional teams support the commissioning of healthcare services across the country. The central commercial function that develops procurement strategy for the whole NHS sits here.
UK health spending has nearly quadrupled to £241.8bn in 2024/25, £20bn up on the year before. £140.6bn of that went to procurement, the biggest sector of UK public spending and the fastest-growing.
Over the past 5 years, most of NHS England's contract awards have been in education and training, health and social work, and IT services.
