Tender description
The HSE invites tenders for a Framework Agreement for non-emergency transport in the Four Counties. Non-emergency transport is required primarily for patients and staff to/from their home address to/from healthcare locations within the Four Counties and to/from a range of other counties in Ireland. Transport is required for Service Users to attend a range of health services including Dialysis, Mental Health, Disability, CADS, Older Persons, Day Care and Acute Services. The scope also includes transport of products (e.g. post, lab samples, medical files, medical products etc). From time to time the Service may also include the provision of transport for members of the public who have been authorised by a Healthcare Facility (i.e. visitors). The Service shall incorporate the provision of both ad-hoc and scheduled journeys via both standard and wheelchair accessible vehicles. Ad-hoc journeys refers to non pre-booked requirements for transportation of Service Users. Scheduled journeys refers to pre-booked transportation requirements and will typically include transport for Renal Dialysis treatments or transport of Service Users for scheduled medical appointments. Both Ad-hoc Runs and Set Runs will be required on a 24-hour 7 day per week basis and will include journeys at weekends, outside business hours and public holidays (i.e. Christmas Day, New Year’s Day, Easter Sunday, etc.) Set Runs are charged on a fixed cost basis and Ad-hoc Runs are charged on a per kilometer basis.

About the buyer
Health Service Executive runs Ireland's public health service, and buys as a central healthcare organisation through a dedicated national procurement team. HSE is described as the State's largest public sector purchaser. HSE Procurement, the central commercial team, negotiates national framework agreements and manages large contracts. Individual hospitals, community health bodies and local HSE regions can source lower-value contracts directly.
Over the past 5 years, most of HSE's contract awards have been in construction work, electrical equipment and lighting and business services.
