About the buyer
HS2 Ltd is a non-departmental public body sponsored by the Department for Transport, and buys as a central government agency building Britain's high-speed railway between London and Birmingham. Contracts above the public procurement threshold are advertised on Find a Tender, and smaller awards appear on Contracts Finder. Framework agreements cover major packages, such as the lifts and escalators for Phase One stations. Four tier-one joint-venture contractors, including EKFB and Align JV, deliver the main civils work. Those contractors procure their own tier-two subcontractors, who source further down the chain. Live subcontract opportunities are advertised through the CompeteFor portal.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of HS2's contract awards have been in construction work, metals and mining products and transport equipment.
