Tender description
The authorities of Carmarthenshire, Neath Port Talbot, Pembrokeshire, and Swansea are jointly seeking suitable qualified and experienced consultants to undertake a feasibility study to determine if a Nutrient Credit Trading system along with the development of a ‘toolkit’ to identify best practice, information sharing and the creation of added value, is environmentally and economically viable in the South-West Wales region. The study should outline the requirements of successfully implementing a Nutrient Credit Trading system that would facilitate transference of mitigation benefit to developers in a simple and effective way. This piece of work is being commissioned by Carmarthenshire County Council on behalf of the partner authorities as part of the EARTh programme, funded through WEFO European Social Fund.

About the buyer
Carmarthenshire County Council is a local authority serving rural west Wales, buying goods, works and services across the county on behalf of residents. Contracts above the UK procurement threshold appear on Find a Tender Service. Sell2Wales lists smaller opportunities, and registered suppliers receive automatic email alerts there. A Corporate Procurement team runs tendering and guides prospective suppliers through the process. Lower-value work goes through a supplier list run by the council's business engagement team. Community benefits and the Well-being of Future Generations Act shape how contracts are awarded.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Carmarthenshire County Council's contract awards have been in waste, cleaning and environmental services, architectural and engineering services and research and development.
