Tender description
As part of Kent County Council’s (KCC) communications infrastructure, to link on-street assets in real time to the Traffic Operations Centre based in Aylesford, Kent - we are looking to procure a new contract for the existing estate of SIMS and associated shared data pool. The service will concentrate on the provision and operation of Data Only Machine to Machine (M2M) SIM’s and associated estate wide Data Pool, used to monitor and control on-street equipment - primarily traffic signals and VMS. The service operates county wide and as such assets may be in Urban, Inter-Urban or Rural locations. Alongside the existing estate, there may also be a requirement for SIMs to be added for new assets when installed. In order to obtain a greater understanding of the current market and to aid specification design, the Council would be very grateful if you would participate in this market engagement exercise. About the buyer
Kent County Council is the local authority for Kent, and advertises its tenders through the Kent Business Portal. Opportunities above a set value threshold appear there, and each listing carries a summary, key dates and the contract period. Suppliers register on the portal before expressing interest in an opportunity. The council follows a fully auditable process that complies with public procurement legislation. Unsuccessful bidders can request feedback on their submission once a decision is made. The Commercial Strategy for 2026 to 2028 aims to simplify procurement processes and engage Kent-based businesses, SMEs and VCSEs early.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Kent County Council's contract awards have been in construction work, health and social work and business services.
