Tender description

Lot 1: Suffolk County Council is undertaking Market Engagement prior to conducting a procurement exercise for the award of a contract to provide a dedicated therapy service within a commissioned bed-based model, working alongside social services and the nursing/care team in Ipswich. There will be an expectation that anybody admitted to a D2A bed within this model will have access to the therapy service which will: Provide a dedicated therapy service consisting of HCPC registered physiotherapists, occupational therapists and therapy assistants who have experience of working with older adults, some of whom will have complex needs and multiple co-morbidities. Work with people using an asset-based approach, building on their strengths and agreeing reablement goals for individuals. People's progress will be closely monitored, and goals will be regularly reviewed throughout the reablement period of up to 6 weeks.Work in line with the Suffolk D2A principles where our goal is to maximise the chances of people returning home to live as independently as possible.  Participate in and contribute to an MDT approach that seeks to optimise people's outcomes and provide high quality care. This model provides a minimum of 30 beds. Should bed capacity or occupancy be at a lower level for a prolonged period, discussions would take place on how to utilise any spare capacity in the therapy service, this could include flexing capacity of the therapy service to other local sites. About the buyer

Suffolk County Council is a local authority procuring under the Procurement Act 2023. Suppliers find and bid for its opportunities through Suffolk Sourcing, a portal it has shared with Suffolk's district and borough councils since 2010. Many contracts are let through frameworks, pre-approved supplier lists awarded competitively or, where permitted, by direct award. Dynamic purchasing systems cover Adult and Community Learning and Passenger Transport Services, open to new suppliers at any time. From April 2026, suppliers awarded below-threshold contracts must register on the Central Digital Platform. Suppliers are also expected to add value to the local economy, the Suffolk pound.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Suffolk County Council's contract awards have been in transport services, education and training and health and social work.
