Tender description

The Scottish Government’s Learning Analysis Unit on behalf of the Scottish Ministers wishes to commission: - A representative school based staff survey; and - Case study research in up to 12-14 schools. Lot 1: The overall aim of the survey is to provide insight into the experiences and perspectives of a range of school leaders, practitioners, and school staff on the impact of activities supported by the Attainment Scotland Fund. The case study research will gather stakeholder views on what is working well and what could be improved in the implementation of ASF at the local level, what type of interventions are being implemented, and the impact of the funding on closing the poverty related attainment gap. The case studies are intended to include a wide range of stakeholders, including headteachers, practitioners, children and young people, and voluntary sector partners. The findings from the survey and case studies will be used alongside other data collection and analytical activities undertaken for the overall evaluation of the ASF. Collectively, these will help inform policy makers about the implementation of the Fund and findings will be useful as we seek to publish evidence of progress towards closing the poverty related attainment gap.. The Contract may be extended by one period of up to 6 months to a date falling no later than 8 March 2026.

About the buyer

The Scottish Government is a devolved central government department that buys through its Scottish Procurement and Property Directorate. Regulated procurements across the Scottish public sector are advertised on Public Contracts Scotland, the national portal set up in 2008. Bids are usually submitted through PCS-Tender, the national eTendering system it funds. The directorate also runs frameworks covering construction, corporate services, ICT, professional services, utilities and HR. Many of these frameworks are open to the wider Scottish public sector as well as central government. The Supplier Development Programme offers free tender training to SMEs and third sector organisations.

Procurement spend from central entities makes up 66% of overall UK public spend.

Over the past 5 years, most of the Scottish Government's contract awards have been in business services, IT services and research and development.
