Lot 1: Marine Directorate invites a tender from pelagic vessels of overall length greater than 60m to undertake an icthyoplankton survey for mackerel eggs within the region of NW Ireland, W and NW Scotland. The charter will be of 16 days duration and start on the 10th April 2025, departing from Ullapool. Offloading will provisionally be undertaken from Peterhead upon completion of the survey. Transit time to the survey start point/end point is approximately an 8 hour and a 12 hour steam from each of the respective ports. Scientific quota is being offered in exchange for a number of days survey time (maximum 16 days depending on the daily rate of charter). Mackerel quota is to be allocated on the value of the catch at the time of landing. The catch is to be taken as western mackerel quota. This quota must be taken at the first opportunity of the mackerel fishery opening in September 2025. If the vessel lands more than the monetary value agreed, the excess must be covered by the vessels own quota allocation. Bidding vessels must therefore have sufficient quota in the relevant area. If the vessel lands less than the value agreed no additional compensation will be offered.

About the buyer

The Scottish Government is a devolved central government department that buys through its Scottish Procurement and Property Directorate. Regulated procurements across the Scottish public sector are advertised on Public Contracts Scotland, the national portal set up in 2008. Bids are usually submitted through PCS-Tender, the national eTendering system it funds. The directorate also runs frameworks covering construction, corporate services, ICT, professional services, utilities and HR. Many of these frameworks are open to the wider Scottish public sector as well as central government. The Supplier Development Programme offers free tender training to SMEs and third sector organisations.

Procurement spend from central entities makes up 66% of overall UK public spend.

Over the past 5 years, most of the Scottish Government's contract awards have been in business services, IT services and research and development.
