Bidders are able to register for the Central Digital Platform via the following link: https://supplier-information.find-tender.service.gov.uk/ Liverpool City Council are looking to engage the market for suppliers that undertake high- visibility patrols to identify and enforce against the perpetrators of environmental crimes and anti-social behaviour, including littering, dog fouling, flytipping, poorly managed commercial waste and breaches of Public Space Protection Orders to promote positive behaviours amongst residents, businesses, and visitors to deliver a clean and safe city. LCC are looking for enforcement interventions that are delivered in a way that is fair and proportionate and the ‘quality’ of officers delivering a regulatory function is critical to the reputation of the City. We are therefore engage the market for a contractor who has a proven track record of providing fixed penalty enforcement services (including littering) for a range of local authorities and have the right practical experience, skills and competencies from day one and who can deliver the quality of enforcement that we require. About the buyer
Liverpool City Council procures as a local authority for the city of Liverpool, with its approach set out in a published Sustainable Procurement Strategy. Most tender opportunities are advertised on the Proactis ProContract portal, where suppliers register to bid. Higher-value contracts also appear on the Central Digital Platform's Find a Tender service under the Procurement Act 2023. Frameworks and approved procurement routes run through separate platforms alongside the main portal. Lower-value purchases are usually handled through a direct quotation rather than a full tender. Some health and social care commissioning instead follows the Provider Selection Regime.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Liverpool City Council's contract awards have been in construction work, architectural and engineering services and software and information systems.
