Tender description

PLEASE NOTE: THIS IS A SOFT MARKET TEST ONLY TO ASSIST THE COUNCIL WITH RESEARCH AND PREPARATION AND IS NOT A FORMAL TENDER. THIS MAY LEAD TO A PROCUREMENT OPPORTUNITY IN THE NEAR FUTURE Halton Borough Council is currently considering how to develop its Short Breaks Play Service offer and is testing the market to establish if there are suitable organisations that can provide Play Services to meet the Scope of the Service as outlined below. Short Breaks are a vital support service for families with disabled children, and are well recognised to be a service which helps families with disabled children to lead ‘ordinary lives’. The importance of Short Breaks was reflected first through significant investment under the Aiming High for Disabled Children programme and then through the introduction of new legislation, in particular the Breaks for Carers of Disabled Children Regulations 2011. About the buyer

Halton Borough Council buys as a local authority, publishing contract opportunities on The Chest e-procurement portal. Registration on The Chest is free, and larger contracts also appear on the national Find a Tender service. The council complies with the Procurement Act 2023, current legislation for public contracts. From April 2026 suppliers need a Public Procurement Organisation Number, registered through the Find a Tender platform. Suppliers can also opt into alerts for similar opportunities from local authorities across the North West. Procurement queries go through a dedicated council mailbox rather than a general enquiries line.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Halton Borough Council's contract awards have been in transport services, health and social work and construction work.
