Tender description
The Reducing Restrictive Practices Oversight Group (RPOG) has proposed a review of the different types of restraint training that are offered across NHS services. Whilst the overall aim of any work in this space is to promote least restrictive options and avoid restraint wherever possible, it is recognised that in some circumstances, physical intervention may be required to protect people’s right to life. We propose to undertake a scoping review of all of the physical restraint training systems implemented within NHS Commissioned Mental health inpatient services across England., to review any common themes, gaps and risks and review instances of specialist adaptations for specific needs such as restraint in children and young people and for those with an eating disorder or additional physical health need. To share findings and recommendations as a result of the review, giving particular consideration to whether a standardised approach to restraint training within the NHS and across NHS commissioned MH inpatient services would be of benefit to staff, patients and organisations.

About the buyer
NHS England runs the NHS in England, and buys as a central healthcare organisation with its own team of procurement professionals. Every tender is advertised on Atamis, the NHS's single eCommercial system, and larger contracts appear on Find a Tender. Much of this procurement flows through framework agreements and the Crown Commercial Service. Clinical services are commissioned directly or through the Provider Selection Regime. Seven regional teams support the commissioning of healthcare services across the country. The central commercial function that develops procurement strategy for the whole NHS sits here.
UK health spending has nearly quadrupled to £241.8bn in 2024/25, £20bn up on the year before. £140.6bn of that went to procurement, the biggest sector of UK public spending and the fastest-growing.
Over the past 5 years, most of NHS England's contract awards have been in education and training, health and social work, and IT services.
