About the buyer
Cardiff City Council is a local authority serving the Welsh capital, and lists its live tender opportunities on its own procurement portal. Suppliers register on Proactis, the council's online supplier system, before bidding for contracts. Cardiff City Council also runs a buyer profile on Sell2Wales, the Welsh Government's procurement portal for public bodies across Wales. A Premier Supplier Programme gives small, micro and individual businesses prompt payment on their invoices. Formal contract standing orders and procurement rules set out how the council runs its tenders. Invoices without a valid purchase order number go unpaid under the council's No PO No Pay policy.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Cardiff City Council's contract awards have been in construction work, transport equipment and architectural and engineering services.
