Tender description

Wolverhampton Homes are looking to appoint up to four established and competent contractors to a framework, to undertake detailed Property Condition Surveys in predominately occupied social housing dwellings across the City. These will include surveys required to carry out formal inspections and produce detailed reports arising from claims for housing ‘disrepair’, by third parties. Reports will be required to respond to alleged breaches of, including but not limited to, the Landlord and Tenant Act 1985, Environmental Protection Act 1990 and Homes (Fitness for Human Habitation) Act 2018. The scope of works will predominantly include surveys and Part 35 compliant reports for the Landlord to respond to any disrepair claims brought against it under a range of housing legislation. Timber and damp surveys will also be included for complex cases or where the company requires an ‘independent’ report to provide additional assurance to the customer or Housing Ombudsman. The term of this contract will not exceed 4 (four) years. The total value of this contract is £1,100,000 Keywords: disrepair claims, section 11, Building condition survey

About the buyer

Wolverhampton City Council is a local authority that runs its own corporate procurement function covering goods and services for the city. Tenders and contract opportunities are published through the ProContract portal, where free registration takes about ten minutes. A public contracts register lists every live agreement the council holds. Projects due for retender within the next three years appear in a rolling procurement pipeline. Many requirements are sourced through existing frameworks, where suppliers have already pre-competed, rather than run as fresh competitions. Registered suppliers are notified automatically when a new opportunity matches their expertise.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Wolverhampton City Council's contract awards have been in architectural and engineering services, construction work and health and social work.
