Tender description

The Scottish Government’s Marine Directorate (“The Marine Directorate”) invites a tender from a suitable contractor for a 24 month period commencing in March 2024, or as early as possible, for the supply of consultancy services to undertake statutory environmental assessments for approximately six - eight months, with additional support requested during the remaining period. Lot 1: The Scottish Government’s Marine Directorate (“The Marine Directorate”) invites a tender from a suitable contractor for a 24 month period commencing in March 2024, or as early as possible, for the supply of consultancy services to undertake statutory environmental assessments for approximately six - eight months, with additional support requested during the remaining period. This tender will contribute to the development of Scotland’s second National Marine Plan (“NMP2”). The statutory reviews of the current National Marine Plan (2015) in 2018 and 2021 concluded that, while the plan remains effective, there have been several national and international developments contributing to the need for it to be updated. This tender is for the provision of consultancy services to conduct the Strategic Environmental Assessment (“SEA”) and Habitats Regulations Appraisal (“HRA”) [collectively referred to as the “Assessments”] as required by Scottish and UK marine environmental legislation.

About the buyer

The Scottish Government is a devolved central government department that buys through its Scottish Procurement and Property Directorate. Regulated procurements across the Scottish public sector are advertised on Public Contracts Scotland, the national portal set up in 2008. Bids are usually submitted through PCS-Tender, the national eTendering system it funds. The directorate also runs frameworks covering construction, corporate services, ICT, professional services, utilities and HR. Many of these frameworks are open to the wider Scottish public sector as well as central government. The Supplier Development Programme offers free tender training to SMEs and third sector organisations.

Procurement spend from central entities makes up 66% of overall UK public spend.

Over the past 5 years, most of the Scottish Government's contract awards have been in business services, IT services and research and development.
