Tender description
benchtop EPR spectrometer for the School of Chemistry, covering organic/organometallic compounds and transients, analytical detection and inorganic solid-state materials, alongside the requirement to maximise flexibility in teaching of undergraduate and taught postgraduate student projects and our research project students. Lot 1: This procurement is for the purchase of a benchtop EPR Spectrometer which is a 12- month contract including delivery, installation and 12-month warranty period. This particular specification could not be supported by any providers and therefore has been awarded to Linev UK Limited. Three key specifications that were not met, not a benchtop model, maximum microwave power needed to meet 200mW and finally highest temperature control needed to meet up to 500 degree C. These three requirements were not met by any other supplier. No alternative specifications could be used as it would have a direct impact on the research outputs and deliverables

About the buyer
University of Edinburgh buys as a higher education institution, through its own Procurement function. Larger tenders are advertised on Public Contract Scotland, via the PCS-T e-tendering platform. Suppliers must register separately on both systems before bidding. Much of this procurement flows through framework agreements with APUC, Scotland Excel and the Crown Commercial Service. Prior information notices invite market engagement from suppliers ahead of larger tenders. The Strategic Procurement team leads regulated sourcing, while Operational Procurement manages day-to-day purchase orders. A Procurement Support team handles reporting, data analysis and training across the function.
Education procurement reached £47.4bn in 2024/25, the fourth-largest public sector budget.
Over the past 5 years, most of University of Edinburgh's contract awards have been in laboratory and precision equipment, medical equipment and pharmaceuticals and software and information systems.
