Harris Federation is an education charity led and run by teachers, and buys as a multi-academy trust. The trust runs 54 primary and secondary academies in London and Essex. Cleaning contracts are tendered in lots, each covering a group of schools. A recruitment open framework with 12 lots supplies staff to the academies. Schools, academies, colleges and universities across the UK can use the framework.

Call-offs under that framework are made by direct award or mini competition.

Over the past 5 years, most of Harris Federation's contract awards have been in construction work, waste, cleaning and environmental services and business services.
