Tender description

A requirement for maintenance of an currently installed Leica con-focal microscope, it was confirmed that the original equipment manufacturer is the only supplier within the used framework able to fulfill the requirement. The requirement sits within The Global Health Academy, a vibrant, evidence led academic community and cross-disciplinary structure. That showcases, supports and helps enable global health research, learning and networks – advancing the University’s global ambitions and the Sustainable Development Goals (SDGs). A very urgent requirement for purchase of a mass spectrometer to replace an end of life Mass Spectrometry instrument (now 20 years old) that came with Prof. Liz Baggs when she moved here from Aberdeen. Due to its age critical components of instrument central to the research conducted by ~20 staff/postdocs/PhD students is no longer supported by the manufacturer. As is, the instrument is functioning as best as possible but does not meet demand from within the research group. A replacement of the individual unit is not possible as the new ones are not compatible with our existing system so the whole system needs replaced.

About the buyer

University of Edinburgh buys as a higher education institution, through its own Procurement function. Larger tenders are advertised on Public Contract Scotland, via the PCS-T e-tendering platform. Suppliers must register separately on both systems before bidding. Much of this procurement flows through framework agreements with APUC, Scotland Excel and the Crown Commercial Service. Prior information notices invite market engagement from suppliers ahead of larger tenders. The Strategic Procurement team leads regulated sourcing, while Operational Procurement manages day-to-day purchase orders. A Procurement Support team handles reporting, data analysis and training across the function.

Education procurement reached £47.4bn in 2024/25, the fourth-largest public sector budget.

Over the past 5 years, most of University of Edinburgh's contract awards have been in laboratory and precision equipment, medical equipment and pharmaceuticals and software and information systems.
