Tender description

London Luton airport LLA pays non-domestic rates to Her Majesty’s Government based on a rateable value RV estimated by the Valuation Office Agency VOA. The VOA has indicated that LLA will be moved to a Receipts and Expenditure Basis R and E from the current Contractors Basis.LLA has a retained specialist real estate advisor who assisted with negotiations on the 2023 valuation, these advisors remain appointed and are engaged to work on the 2026 valuation to mitigate any increase. However, considering the potential increase in cost, LLA is also seeking an economic advisor to work alongside the retained advisor to minimise the impact of any potential increase in RV for the 2026 valuation.LLA is seeking for the chosen economic advisor to:1. Work alongside the retained advisor to add an alternative perspective on how to reduce the RV.2. Undertake a detailed review of the part of the RV calculation that considers tenant’s assets and depreciation, and analysis of the VOA’s estimates of Lot 1: Economic support on April 2026 VOA Ratable Value for Business Rates

About the buyer

Luton Council is a local authority, and a dedicated procurement team supports departments across the council to buy goods, services and works. All tenders are advertised and run through Procontract, the council's e-tendering portal. Suppliers register on Procontract and are automatically invited to tender for the council's contracting opportunities. Registration details must match Companies House records and describe services on offer. The council focuses on local supply chains and jobs and skills markets within its contracts, encouraging local sub-contractors, local recruitment and apprenticeships. Purchasing follows the council's standing orders and the Public Contract Regulations 2015.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Luton Council's contract awards have been in software and information systems, construction work and IT services.
