Tender description
CONTRACT AWARD NOTICE: Carmarthenshire is committed to ensuring its communities are sustainable in the long-term, with a sufficient supply and a suitable choice of housing to meet the needs of local communities. In this respect, it is recognised that uncontrolled high numbers of short-term holiday accommodation and second homes can undermine the social, cultural and economic prosperity of communities and erode the availability of housing stock, and notably the provision of affordable homes. Carmarthenshire County Council are inviting tenders for a consultant to undertake research into Second Homes and Short-Term Holiday Lets in Carmarthenshire and to prepare an options appraisal on future policy approaches including but not limited to the use: i. Of area specific or County wide Article 4 Directions, ii. Land Use Planning Policies, iii. Use of Council Tax premiums, planning Conditions or a combination of approaches.

About the buyer
Carmarthenshire County Council is a local authority serving rural west Wales, buying goods, works and services across the county on behalf of residents. Contracts above the UK procurement threshold appear on Find a Tender Service. Sell2Wales lists smaller opportunities, and registered suppliers receive automatic email alerts there. A Corporate Procurement team runs tendering and guides prospective suppliers through the process. Lower-value work goes through a supplier list run by the council's business engagement team. Community benefits and the Well-being of Future Generations Act shape how contracts are awarded.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Carmarthenshire County Council's contract awards have been in waste, cleaning and environmental services, architectural and engineering services and research and development.
