Echelon Consultancy Ltd is a St Albans procurement consultancy that appears on notices as an agent rather than the buyer. Housing associations and academy trusts appoint Echelon to run their framework tenders. Echelon manages the procurement process from start to finish on the client's behalf. Pretium Frameworks administers each framework once it is live. The supplier pays a management fee to Pretium, not the users. Public bodies outside the client join through an access agreement.
