Tender description
Leicestershire County Council has been appointed by Defra to be the Responsible Authority (RA) charged with developing a Local Nature Recovery Strategy for Leicestershire, Leicester City and Rutland. To enable the development of the LNRS a steering group has been established consisting of Leicestershire County Council as the RA, the designated supporting authorities, namely Leicester City Council, Rutland County Council, 7 x District Councils of Blaby District Council, Charnwood Borough Council, Harborough District Council, Hinckley & Bosworth Borough Council, Melton Borough Council, Northwest Leicestershire District Council, Oadby & Wigston Borough Council and Natural England and the Defra supporting bodies of Environment Agency, National Forest Company and Forestry Commission. The Supplier will work closely with the LNRS Project Manager to deliver a broad range of communications and engagement activities to a diverse and widely spread audience. Key audiences will be farmers and landowners who manage 82% of the land in the strategy area, environmental special interest groups, and ‘seldom heard’ people who represent ethnic minority groups, specialist disability groups and young people.

About the buyer
Leicestershire County Council buys as a local authority. Some contracts also run through frameworks set up by outside bodies, including ESPO, and suppliers apply to join those directly. The council itself trades nationally as ESPO, running framework agreements for public bodies nationwide. A two-year procurement plan on the council's open data site lists contracts still to come.
Over the past 5 years, most of Leicestershire County Council's contract awards have been in transport services, construction work and architectural and engineering services.
