Tender description

The Healthy Child Programme is the main universal health service for improving the health and well-being of children aged 0-19 and up to 25 years for those with a special educational need and/or disability. We are looking for providers that will be proactive in delivering both innovative and evidence-based solutions to overcome current and future obstacles to improved health and wellbeing outcomes for children, young people and families of Leicestershire County and Rutland County. About the buyer

Leicestershire County Council buys as a local authority, advertising larger contracts on the government's Find a Tender service. Smaller contracts appear separately on Contracts Finder, the portal for lower-value public work. Some contracts also run through frameworks set up by outside bodies, including ESPO, and suppliers apply to join those directly. The council itself trades nationally as ESPO, running framework agreements for public bodies nationwide. A two-year procurement plan on the council's open data site lists contracts still to come. Suppliers must also register on Find a Tender, a requirement since April 2026.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Leicestershire County Council's contract awards have been in transport services, construction work and architectural and engineering services.
