Tender description

Leicestershire County Council (the Council) is re-organising the way it delivers the gully emptying service across the County. As a result the County Council is seeking to identify and appoint one Contractor to provide a gully emptying service across the whole of the County. Currently the County Council self delivers the gully emptying and jetting service across the whole County with support from top up contracts as required. In future the County Council will only self deliver the planned and reactive jetting work with the planned gully emptying work being carried out as part of this new contract. The County Council currently has some 127 000 gully pots on its highways. The contract will include the emptying of c92 000 of these pots on a planned basis each year. The service consists of the following elements: — planned gully emptying including the provision of water, — tagging gullies that cannot be emptied because of jammed lids, parked cars or require jetting, — completion of daily whereabouts records and weekly summary records, — disposing arisings at the Councils gully recycling facility at Billesdon depot on a free of charge basis, — all temporary traffic management. All plant engaged on the service shall be fitted with working GPS tracker devices capable of displaying real time information of the plant whereabouts. The Contractor shall arrange for an internet link so that the employer can have access to the plant real time whereabouts.

About the buyer

Leicestershire County Council buys as a local authority, advertising larger contracts on the government's Find a Tender service. Smaller contracts appear separately on Contracts Finder, the portal for lower-value public work. Some contracts also run through frameworks set up by outside bodies, including ESPO, and suppliers apply to join those directly. The council itself trades nationally as ESPO, running framework agreements for public bodies nationwide. A two-year procurement plan on the council's open data site lists contracts still to come. Suppliers must also register on Find a Tender, a requirement since April 2026.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Leicestershire County Council's contract awards have been in transport services, construction work and architectural and engineering services.
