Bildediagnostisk avdeling ved Akershus universitetssykehus HF [the Diagnostic Imaging Department at Akershus University Hospital Trust] intends to enter into a framework agreement with GE Healthcare Norge AS for delivery of one digital SPECT/CT scanner (Starguide). To the contracting authority’s knowledge, GE healthcare is the only supplier who can deliver this type of technology. Lot 1: Bildediagnostisk avdeling ved Akershus universitetssykehus HF [the Diagnostic Imaging Department at Akershus University Hospital Trust] intends to enter into a framework agreement with GE Healthcare Norge AS for delivery of one digital SPECT/CT scanner (Starguide). This is based on that the system offers: - A 360 degree continual data collection ensuring high sensitivity, low doses to the patient, as well as rapid scanning time. - An energy range from 40-270 keV, that makes it possible to use both of the photon energy peaks when scanning 177Lu. - An infrared pre-scan function and an interactive marking of the axial scanning field, which is essential for efficient planning of examinations that do not use CT. - An NM/CT axial scanning length of 185 cm without use of extension, which is necessary for a number of the department’s skeletal scintigraphy. MIBG scans and eventually peptide scans. A voluntary ex-ante transparency notice is used as the contracting authority has not found more relevant suppliers able to deliver SPECT/CT scanner that meets the technical needs. The only tenderer who can satisfy the needs is GE Healthcare Norge AS. As such, the contracting authority intends to enter into a contract for delivery,assembly and commissioning of one digital SPECT/CT scanner with the named supplier after ten calendar days from the day after publication. The procurement is therefore excepted from a competition, cf. the Public Procurement Regulations §13-4 letter b no. 2.
