Description
The Norwegian Coastal Administration is a national department for coast management, sea safety, and stand-by for acute pollution. For more information see https://www.kystverket.no. The Norwegian Coastal Administration comes under the Ministry of Trade, Industry and Fisheries. The Norwegian Coastal Administration would like continual digitalisation of its processes and services within several areas. Lot 2: Sub-contract 2, procurement of a framework agreement for the development and management of an inspection system and other systems. See the tender documentation, point 1.5.2.1 Expanded Description, Sub-Contract 2. Lot 1: Sub-contract 1, procurement of a framework agreement for the development and management of the Safe Sea Net Norway (SSNN) system. SSNN is a national message system for shipping, based on the Single Window concept. The assignment that will be awarded to a tenderer in this contest is, in principle, split into two parts. One part is for the management of the existing system, and one part is for the development of SSNN with modern technology, architecture, and digital security for implementation in 2025. - PART I management of the existing operational system. The framework agreement will cover the Norwegian Coastal Administration's need for the management and further development of SafeSeaNet Norway (SSNN). The total deliveries under the framework agreement will ensure that the system is updated with functionality and user friendliness in accordance with the current laws and regulations. The system is vital for some actors, and has high requirements for running time and availability 24/7/365. The current SSNN system is expected to reach its End-of-Life when SSNN2025 is operationalised. - PART II development and implementation of SSNN2025 - SSNN will go through major technical and operational changes up until August 2025 and the introduction of the EU scheme 2019/1239. This will give major challenges in the future; on one side the current system that we know today must be managed and maintained, at the same time that the Norwegian Coastal Administration develops new and modern systems that will apply for SSNN in 2025 and future years.
