****Please Note: This is not a Call to Tender****. This Market consultation is to explore the options and requirements for a national implementation of Patient Level Costing (PLC) across all acute hospitals in Ireland. Ireland’s Patient Level Costing programme has been in operation since 2010, firstly on a pilot basis followed by a phased implementation to a selection of hospitals commencing 2014. It is currently in operation of an average of 10 hospitals annually, however, the HSE wishes to commence Patient Level Costing in all acute site participating in Activity Based Funding (ABF). There are 44 hospitals taking part in the ABF, these vary in size and complexity and a summary is provided in Appendix 1. This will then replace the current Specialty Costing Exercise which is a set of excel based templates which currently form the ABF national cost collection. PLC data can be utilised by hospital management to better understand their costs and how they compare to their peers. They also form the basis for the Diagnosis Related Group(DRG) price setting process, as it is from this data that the initial cost estimates for different patient types are generated
