Description

NHS Greater Glasgow and Clyde require a single supplier to provide maintenance and support to direct digital control system for complete building automation system within Queen Elizabeth University Hospital and Royal Hospital for Children, Imaging Centre of Excellence (ice), Gartnavel General Hospital, Glasgow Dental Hospital and Vale of Leven Hospital. There are multiple distinct systems involved with the BEMS and Power Management Systems service support contracts at the aforementioned facilities within NHS Greater Glasgow and Clyde. Namely, Satchwell Sigma, Andover Continuum, Schneider Electric EcoStruxure Asset Advisor, Schneider Electric EcoStruxure Building Operations, Schneider Electric Power Scada Operations, and Schneider Electric Power Monitoring Expert. The systems are complex in nature and operate within a converged manner system architecture. The service support works will involve concurrent work across each of these systems and software integration to manage the interfacing of data points. The requirement to be a recognised manufacturer accreditation of all named systems, including the software tools for configuration, offsite analytics support agreements, and access to software licenses, is a requirement of the contract. Schneider Electric, as the manufacturer, are the only organisation able to meet these criteria. Furthermore, as the sites are complex and live healthcare environments, particularly at QEUH, sound working knowledge of the installed systems and their hosted electrical and mechanical systems is essential to minimise the risk of unforeseen downtime impacting patient care services. Schneider Electric installed the systems when the building was originally constructed, and, as the incumbent, has operated and maintained the building controls systems since. It is the only organisation able to demonstrate manufacturer qualified staff, in all the required disciplines and systems, with access to the required software engineering tools and support, and in-depth knowledge of the building and current controls installation. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice.
