Description
Lincolnshire Fire and Rescue (LFR) is the statutory fire and rescue service for the County of Lincolnshire and is part of Lincolnshire County Council (LCC) which is the Fire and Rescue Authority (FRA) for Lincolnshire. We are seeking contract for the provision of Mobile Data Terminal solution (MDT) - the operational software platform used by crews in fire appliances (software installed on rugged tablets or laptops) to receive, view, update, and exchange critical incident and risk information in real time while mobilising to, attending, and returning from, incidents. The contractual term is 7 years with an option to extend for further 2 years. This follows the Councils Premarket Market Engagement which can be found on the attached UK2 Notice and a summary within the procurement document through the link on this notice. The Contracting Authority reserves the right to modify the contract in accordance with Schedule 8, Paragraph 5 of the Procurement Act 2023 where a known risk arises during the contract term. The Authority has identified a known risk that future organisational, governance or service delivery changes affecting Lincolnshire Fire and Rescue may require modifications to the Mobile Data Terminal solution and associated support services which cannot be fully specified at the time of contract award (e.g. local government reforms). Such modifications may include: migration, transfer or restructuring of operational, administrative or historical data; amendments to system configuration, security roles, user structures or organisational hierarchies; changes to interfaces or integration requirements with successor systems or organisations; transition assistance, technical consultancy or implementation services required to support the continuation of service delivery following organisational change. Any modification would be limited to that reasonably necessary to address the identified risk and ensure continued service delivery. The Authority considers that a single supplier model is necessary to maintain clear accountability, ensure interoperability across the Solution and minimise operational and integration risks. As such, this requirement is not Lotted.
